You can self-refer to a psychologist without a GP plan. Many people do this to start sooner or because they prefer not to involve their GP. Self-referral is absolutely fine, however Medicare rebates are not available without a Mental Health Treatment Plan.


Is EMDR covered by Medicare?

Yes, when EMDR is delivered by an eligible psychologist within a standard therapy session, it is treated the same as other evidence-based psychological therapy for rebate purposes. Medicare rebates are not modality-specific. They do not differentiate between EMDR, Cognitive Behavioural Therapy, Schema Therapy, or AEDP. What matters is the provider’s eligibility and the presence of a valid referral.

Clinical Psychologist rebates are higher than General Psychologist rebates. Using our current pricing examples:


  • 50 minutes, Clinical Psychologist: fee from $299 to $325, Medicare rebate $145.25, typical out-of-pocket from $153.75 to $179.75.

  • 1 hour 40 minutes, Clinical Psychologist: fee $598, rebate $145.25, out-of-pocket $452.75.


After-hours appointments may attract a small surcharge. If your budget is tight, discuss session length and timing. Longer sessions can be powerful for trauma processing, but you do not need to use them every time. Many clients alternate a standard 50-minute appointment with a longer EMDR session at key points in their treatment plan.


Getting a Mental Health Treatment Plan and using reviews

To access rebates, book a longer GP appointment and request a Mental Health Treatment Plan for psychology. Your GP will discuss your goals, prepare the plan, and write an initial referral. Psychologists commonly receive an initial allocation, then provide a progress letter to your referrer to unlock additional sessions within the annual limit.


In practice, this means you begin with a set number of sessions, then a review allows you to continue with a further allocation, up to ten in the calendar year. Reviews are usually available three months after the prior review, and your psychologist will guide timing and documentation.


If circumstances change, you can also see a different psychologist. A referral written to any psychologist typically transfers.

Medicare rebates are generally available for Telehealth psychology when the eligibility criteria are met.
